It has become clear that the scale and scope of the engagement with Ukraine, as well as the possibilities to be engaged in other similar post-conflict reconstruction programmes, meant that we needed a stand-alone framework to support that.
We have established the International Organization for Reconstruction that will be the umbrella framework for all further activates associated with this and other similar projects.
That will be separate from, but allied to, the ISRM, and there will be multiple benefits from the collaboration, as we are already seeing.
The IOR (Ukraine) programme has been developed in partnership with the National Security and Defence Council of Ukraine (NSDCU) which is the senior strategic policy committee in the Ukrainian government, chaired by President Zelensky himself.
At their request, we have established eight separate Special Enablement Groups (SEGs) that can act to support dialogue and interaction ion specific spheres.

We already have a number of dialogues in progress with partners concerning Research & Education, Human Security and Medical & Pharmaceuticals, and expect to see some substantive agreements in place in Q1 2023.
